Radio Shack to name jsut a few. Radio Shack keeps recycle boxes in house for
just this purpose. Be considerate of your Radio Shack
representative. If the pack is made of C, D, or larger cells, it
helps greatly take a pair of tin snipers and separate the pack into
2 cell sticks by cutting the weld tabs with a pair of tin snips.
NICKEL-CADMIUM BATTERY RECYCLING GUIDE FOR BUSINESSES AND
PUBLIC AGENCIES
The Rechargeable Power Industry is working
to protect our environment and conserve natural resources through a
voluntary industry-funded effort to collect and recycle used
Nickel- Cadmium (Ni-Cd) batteries. All brands of commercial
(non-residential use) small-sealed, dry cell Ni-Cd batteries will
be accepted. Batteries need not bear the RBRC Seal to be
accepted.
Your company or organization is invited to
participate in the RBRC Program. This recycling guide will
tell you how.
HOW DOES THE RECYCLING PROGRAM
WORK?
Following the Program guidelines, you may
return spent Ni-Cd batteries to the nearest RBRC Consolidation
Facility (CF) listed in this guide. You register via fax or
mail as a Program participant with the appropriate CF listed below,
gather your spent Ni-Cd batteries, place them in
proper shipping containers, determine your
shipper ID number, and ship them prepaid to the CF.
The batteries will be accepted by the CF,
consolidated into a larger shipment, and sent on to recycling.
RBRC pays the costs of consolidating the batteries at the CF,
shipment from the CF to recycling, and the recycling charges.
Before sending any shipments to the CF,
you must complete, sign, and fax the CF Agreement in
Figure 1.
Include an original signed copy of the CF
Agreement sealed in an envelope attached to the first shipment to
the CF. The CF will countersign the Agreement and mail the
Agreement back to you. Your Shipper ID Number must be
included on the Bill of Lading accompanying, all subsequent
shipments to the CF under this Program. Determine your
shipper ID number from Figure 2, the last
two pages of this document.
WHERE ARE THE BATTERIES
RECYCLED?
The batteries will be recycled at a
state-of-the-art recycling facility in the United States. RBRC has
a contract with the International Metals Reclamation Company, Inc.
(INMETCO), in Ellwood City, Pennsylvania. A thermal process
is used to extract the cadmium, nickel, and iron content of the
batteries. The plastic cases will be consumed in an
environmentally sound fashion in the INMETCO process. None of
the recycling products are landfilled.
Because the requirements applicable to
shipment of used Ni-Cd batteries may change from time to time, you
should periodically call the RBRC fax-back line at 1-770-953-0230
to be sure you have the latest shipping information. Call
from the handset on your fax machine.

STORAGE, SAFETY AND PACKAGING
GUIDELINES:
1. Safety Requirements: Ni-Cd
batteries discharge current quickly by design. Even though
the battery is used up, it still may contain a significant residual
charge, and may contain a full charge when discarded. To
guard against possible fire it is imperative that you take
precautions to prevent the batteries from short-circuiting.
You should do at least one of the
following:
A. Discharge Cells: This
should be done only by a knowledgeable engineer or technician.
Consult your battery supplier for instructions on how to discharge
cells completely
and properly.
B. Place in Plastic Bag: Batteries
may be placed separately in plastic bags so the terminals will not
come in contact with other batteries or metal during storage or
transport.
C. Package batteries so that
terminals will not storage or transport.
D. Place plastic non-conductive
electrical tape over the terminals.
2. Containers: Batteries should be
stored inside in a cool, dry place away from flammable material.
The following three storage containers will also serve as shipping
containers:
A. Drums: Batteries may be packaged
in vented 55 gallon drums. These drums can be either plastic
or steel. Drums should be full. If the drum is not
full, the empty space should be filled with vermiculite, a
fire-retardant packing material. Drums should be secured to
pallets to allow handling by forklift.
B. Boxes: Batteries may be packaged
in DOT approved cardboard boxes or equivalent (double walled boxes
are recommended). These should be available from any local
carton supplier. Choose a box size that will hold the
batteries without leaving any empty space so as to reduce the
possibility of the contents shifting during transport. Only
if absolutely necessary, fill in any empty space with vermiculite.
Do not use paper or flammable material. The carton should be
securely sealed shut with packing tape.
Each box should weigh no more than 70
pounds. A box with dimensions of 12" x 12" x 8" will hold
approximately 50 pounds of batteries. Shipments of boxes
weighing 150 pounds or more should be secured to pallets to allow
handling
by forklift.
C. RBRC Pails: Batteries may be
packaged in 5 gallon plastic pails from RBRC which meet the
National Safe Transit Association Test Procedure Project 1A.
Provided with each pail is a label, safety instructions, plastic
bags in which to place each used Ni-Cd battery, and a pre-paid UPS
shipping label. Each pail holds approximately 50 pounds of
used Ni-Cd batteries. When the container is full, secure the
lid onto the pail. Write your return address information on
the UPS shipping label and also include your RBRC Shipper ID# in
the "REF #" section. Call UPS for pick-up. Your
batteries will be shipped directly to INMETCO for recycling.
These pails come in packages of 10 and can be ordered using a Pail
Order Form (Menu Option #202). Pails are presently available
only for use in the 48 contiguous states.
DOCUMENTATION FOR SHIPPING NI-CD
BATTERIES:
The following paperwork must be completed
for each shipment.
Shipment on a Bill of Lading: You may
purchase Bills of Lading at your local stationary store if you do
not have a company form. Attach the completed form to the
outside of the shipping container in an envelope or plastic sleeve.
At a minimum, the Bill of Lading must
include the name and address of the shipper, the name and address
of the destination CF, the weight of the shipment, your Shipper ID
Number, and the statement Used Nickel Cadmium Batteries for
Recycling.
If the Bill of Lading is not properly
completed, you may not meet all the applicable State and Federal
requirements, and the CF may be forced to return the shipment at
your expense.
SHIPPING COMPANIES:
Send shipments via common carrier.
RBRC does not recommend any particular shipper.

CONSOLIDATION FACILITY AGREEMENT
LEGAL REQUIREMENTS:
This Program is applicable to used Ni-Cd
batteries that are collected, stored, and transported under the
rules of the Federal Resource Conservation and Recovery Act (RCRA),
and the rules of the U.S. Department of Transportation. In
particular, this program operates under the provisions of Public
Law 104-142, The Mercury Containing and Rechargeable Battery
Management Act, and 40 C.F.R. Part 273, the Universal Waste Rule.
You are expected to comply with these rules. If you have any
questions, you should consult your legal counsel to confirm how
State and Federal rules apply to your participation in this
Program.
NONCONFORMING USED BATTERIES:
If the Consolidation Facility (CF)
determines within thirty (30) days after delivery of Used Batteries
from GENERATOR!s facility (or within any such shorter period that
may be prescribed by applicable law) that the Used Batteries are
nonconforming under the terms of this battery recycling program,
the CF shall immediately notify GENERATOR, and shall arrange with
GENERATOR for the satisfactory disposition of such Used Batteries
upon mutually agreeable terms and conditions, or reject and return
such nonconforming Used Batteries to GENERATOR without further
obligation. The CF shall bill GENERATOR for the costs of
rejecting and returning nonconforming batteries.
LIABILITY AND INDEMNIFICATION:
The CF shall indemnify, save harmless and
defend GENERATOR against any and all claims, liabilities,
penalties, forfeitures, suits and costs and expenses incident
thereto (including costs of investigation, defense, settlement and
reasonable attorneys' fees), resulting from death or bodily
injuries to any person, destruction or damage to any property,
contamination of or adverse effects on the environment, or any
violation of governmental regulations or orders to the extent such
is caused by the negligent or willful acts or omissions of the CF
or any of its agents or employees in handling the Used Batteries.
The GENERATOR shall indemnify, save
harmless and defend the CF against any and all claims, liabilities,
penalties, forfeitures, suits and costs and expenses incident
thereto (including costs of investigation, defense, settlement and
reasonable attorneys' fees), resulting from death or bodily
injuries to any person, destruction or damage to any property,
contamination of or adverse effects on the environment, or any
violation of governmental regulations or orders to the extent such
is caused by the negligent or willful acts or omissions of the
GENERATOR or any of its agents or employees in handling the Used
Batteries.

HOW TO DETERMINE YOUR RBRC SHIPPER IDENTIFICATION NUMBER
All participants in the RBRC "Charge Up to
Recycle!" program must have an RBRC Shipper ID Number. This
number is used by RBRC to collect information on shipments of used
batteries as required by various state and federal laws. The
number also helps RBRC track shipments to assure all shipments
ultimately reach the RBRC designated recycling facility.
Shipper ID Numbers are either assigned by
RBRC, or self assigned, depending upon the category of shipper.
RBRC assigns the Shipper ID Number for three types of shippers:
1) all retail and county/municipality participants;
2) all shippers using shipping containers obtained from RBRC; and
3) all shippers that are Licensees of the RBRC Seal.
All other shippers must self assign their
number based upon the coding method set forth below.
RBRC ASSIGNED NUMBERS:
All retail program participants and all
county/municipality program participants will be assigned an RBRC
Shipper ID Number at the time they sign up for the program via
fax.
Likewise, all shippers using shipping
containers obtained from RBRC will be assigned an RBRC Shipper ID
Number at the time they order shipping containers from RBRC.
Your Shipper ID Number is included on all preprinted shipping
labels provided by RBRC. If you do not have shipping labels
provided by RBRC, you must print your Shipper ID Number on the
shipping label of each container of
used batteries shipped. If you do
not know your Shipper ID Number, contact RBRC at (352) 376-6693.
For Licensees of the RBRC Seal, your
Shipper ID Number is assigned by the CF.
SELF ASSIGNED NUMBERS:
If you do not fall into the categories
described above, where RBRC assigns a Shipper ID Number, then you
must determine your Shipper ID Number from the tables set forth
below. The Shipper ID Number is a string of ten characters
where the location of each character conveys information about your
shipment.
Characters 1 and 2 -- From the
left, the first two characters are 30.
Characters 3 and 4 -- The third and
fourth characters represent the source that informed you about and
encouraged you to participate in the RBRC program. Choose one
source from the table below:
01 Government, Federal
02 Government, State
03 Government, Local
04 RBRC, PRBA, or CHBA
05 Battery supplier sales representative
99 None of the above
Character 5 -- The fifth character
represents the type of used batteries being shipped. Because
RBRC only accepts used nickel-cadmium batteries at this time, this
character is a 1.

represents the type of shipper.

RBRC, that is shipping nickel cadmium batteries, that is shipping
from military installation in the United States, in the state of
Virginia, would be 30041401VA.
As another example, the Shipper ID Number
for a shipper that first heard about the program from their local
government, that is shipping nickel-cadmium batteries, that is
shipping from a c6iiimercial business in Canada, in the province of
Quebec, would be 30031202PQ.
These Shipper ID Numbers must be placed on
the outside of each container of used batteries shipped to an RBRC
designated facility.
